On my computer, when I run the installation program I created everything works fine including showing all the icons.

When I just tried it on another computer, the program runs fine, but the icons do not show on the screen, in the start menu, nor in Windows Explorer.

I double checked the Icon File path I chose in the Shortcuts. What am I missing?

I think you have specified an absolute path like 'c:\files\myicon.ico' in 'Shortcuts- Create' commands. You should insert .ico files into your setup and place it in the same folder as corresponding shortcut target file. In this case, it is enough to specify 'Icon File' parameter as myicon.ico.
You can send us your .ci project file if it doesn't help.
